The Virginia Beach School Board has established criteria for students to attend a school out-of-zone (a school other than the student’s established attendance area). The criteria (School Board Regulation 5-14.1) to determine eligibility for attending an out-of-zone school along with a Student Placement Request Form for Elementary School  are available in each school. To apply for an out-of-zone transfer, a Student Placement Request Form for Elementary School must be completed annually.
