Appeals Process

Gifted Identification and Placement

Parents/guardians may appeal the decision of the Gifted Identification and Placement Committee when there is additional, pertinent information. An appeal form may be obtained from the Gifted Testing Office by calling 648-6870 and speaking with an assessment specialist.

All appeal requests must be submitted to the Executive Director of the Office of Programs for Exceptional Children by the deadline provided within the letter communicating the decision of the Gifted Identification and Placement Committee. The parents/guardians will be notified by letter of the Executive Director’s receipt of the appeal.

At the initial meeting of the appeals committee, all data collected including additional, pertinent information submitted in the appeal, are reviewed. The committee will decide if additional assessment data are needed. Any additional assessments must be initiated by the committee and administered by Virginia Beach City Public Schools (VBCPS). Assessments not conducted by VBCPS will not be considered by the committee.

The committee's decision may include:

  • Upholding the original decision of the Identification and Placement Committee;
  • Reversing the decision of the Identification and Placement Committee; or
  • Gathering additional or updated data.

The parents/guardians will be informed of the appeals committee’s decision by letter.

Second-level appeals are reviewed by the Executive Director for Programs for Exceptional Children. Information about the appeals process is provided in decision letters sent to applicants. Information is also available on the Gifted Education Application Process/Timelines webpage.

Old Donation School, Gifted Dance Education Program, Gifted Visual Arts Program

Requests for first-level appeals for admission to Old Donation School, the Gifted Dance Education Program or the Gifted Visual Arts Program are first addressed by the Old Donation School Appeals Committee.

Second-level appeals are reviewed by the Executive Director for Programs for Exceptional Children. Information about the appeals process is provided in decision letters sent to applicants. Information is also available on the Gifted Education Application Process/Timelines webpage.
